Some of us on a budget, including myself and Mel, who could not afford kleen green used MMS for almost every cleaning issue!

I used mms to clean my house. What I did was use my mug, I designated one mug to mix mms for cleaning and laundry, mixed 12 drops of mms and activator waited until it turned golden and then poured it into my spray bottle and filled the rest with water. You will not want to use it after about 12 hours because the mms becomes deactivated. I suggest using it on only certain surfaces as it can and will bleach your stuff.
As far as the car goes, unless it's an older car and you don't care if it bleaches your interior, I wouldn't use it in there. Many people use kleen green in their cars. You can also mix borax with water in a spray bottle or use just plain Windex. Those would probably be better options for the car.
If you have a shop vac those work nice for vacuuming out the car. For the house, I would use a vacuum with a hepa filter and one that can be emptied out each time you use it.
