I first fumigated it separately with moth balls and ammonia tenting it. This was necessary and a black pile of debris was underneath. Then I sprayed with Kleen Green. The chair still had a static pulll on me and various effects. So, I poured white vinegar on the footrest and heavily sprayed the rest. Underneath on the footrest where debris was heaviest I sprayed and saturated with bleach. When dry, I put flannel over the footrest as per Peter's suggestion.
The chair does not seem to have negative activations like it did and I am treating it a few times weekly to be sure.
Such a relief.
